Technically yes, a diplomat convoy has to yield to emergency vehicles which are responding to an emergency because the convoy is just like any other civilian passenger vehicle they have to stop and leave an approaching emergency vehicle running Code 3 pass them.

Because different states (and possibly cities?) can have their own emergency lighting rules (e.g. California having at least one red light on steady burn not flashing) and presumably NYC has a statue only allowing blue to the rear as you only see NYC police, ambulance and fire vehicles (both private and city) with red & white lights the front, blue only featuring to the rear. I would assume out of city agencies or UN/foreign nation diplomat on legitimate business either are exempt or the city chooses not to enforce this statute/ordinance
JP Farms & Customs you would find federal vehicles are exempt from them types of laws and in that law their would most likely be an exemptions cause that would cover that sort of stuff

Federal vehicles are not subject to state laws, so... If you’re seeing red and blue in the front, it’s a federal vehicle. If you see red or red/white, it’s New York.
