The issue with pre-voting, even though it's obviously still needed, is the fact that the weight percentage compared to the others is basically the lowest. The highest is checking the fifty percent part that many people forget about, and it's strange because it gives a group the highest chance of winning, and it's SO easy to do. Leading in pre-voting doesn't automatically mean winning 1st place unfortunately.
