No one reports it like that, and if they do they act like it’s a bad thing that only a doctor can give you it. The doctor is the one who knows if you are at risk or not. Very misleading title, U.S actually was the first to ban flights from China which was the right move. However, it didn't make timely adjustments to deliver working test kits and it didn't ban flights to/from EU. Italy and most the EU did not react quick enough when it came to banning flights to and from China.
