For at least the last few years, Dell no longer uses that old standard id unless the customer requests it. By default, they provide a unique user/password and and they will tell you where that is found.
Your comments about starting the server remotely, etc, assume (which is usually the case) that the purchaser opted for an iDRAC level that uses it's own ethernet port, otherwise it depends on one of the main system ports, which won't be active if the main server isn't on.
