Why does the new updated HCRT maps in Harbourvale and Airport Express Lines station not have the City Line compared to the map 13 years ago?

HBL, AEL, NWL were released by the original developer.
EFL, BL, KL and CSL were originally planned (if we remembered correctly), but no releases have been made by the original developer.
CL were shelved, hence taken off from the map.
