To be honest Singapore can hold out if small scale skirmishes break out and wait for allies for help but if it's large scale like world war or the island have already been breached these emergency shelters are meant to preserve as much lives as possible for as long as possible. Be grateful you have these in Singapore and also weep if the day come for these facilities to be use and deploy because it means brave sons and fathers of Singapore are using their blood and lives to protect those in these shelters. I always wish more Singaporeans can understand these and women should take up national duty as well but they always have a ton of reasons not to. No one is asking them to be infantry like the men but for God sake go learn some intelligence skills,nursing and CPR skills etc. Do a part for the country as well. These general shelters of which there are 586 (which can house 3000~19000 people each) will serve those who are not home during a crisis. 2 weeks is the maximum time that use is expected to be required. Humans can go without nutrition for a month and without water for several days. The most challenging aspect is to get to the shelter in time.

Radiation from a bomb actually goes by pretty quickly. But if you are exposed from the immediate fallout you will get radiation sickness. A nuclear reactor meltdown is different.
Radiation from a typical nuclear strike will dissipate to 1/1000th in 2 weeks or so. There was a Japanese man who survived both of the atomic bombs with no shelter. The hardest part is to get to the shelter in time.

Base on sg 5.4 million population now, each shelter only needs to accommodate 9,215 people. Very easy, barely an inconvenience.
