The rules should be #1. 3ft of relief around all trees and shrubs. #2. Any impediment below, infront or behind the ball, can be removed as long as you mark the ball first. #3. Any ball in a divot or depression lower than the surrounding turf is a free drop within 2 ft behind the ball. #4. All drop balls should be from ankle height. #5. Hitting the flag stick from off the green is an automatic hole out. 😂😂😂
I don't know about the strangest golf rules but the worst golf rule is without a doubt the rule that one must play out of a fairway divot. Surely it's sensible that a divot should be classed as ground under repair and thus relief should be granted. One should not be randomly penalized because another golfer failed to repair their divot.
Issue is how could you classify what is and what isn't a divot cause if the ball was just sitting a little low in the fairway could that potentially mean it's in a divot and the ground is still under repair?

For those of who you argue "the rules are so stupid, just use common sense," this video is the perfect example of why writing rules is an extremely difficult task - because golf contains so many crazy situations. Sure, in your weekend game with your buddies, do whatever makes sense and makes the game fun. Nobody cares. But I can assure you in an Open qualifier or other high-level competition, every single participant cares that every single other participant has to follow the exact same set of rules, and even the smallest bit of relief or non-relief can make an enormous difference.
Here's something that has just occurred to me, is there anything in the rules to stop you from using one hand to hold a ball in place while removing loose impediments with the other? Also if a ball is covered by a loose impediment (like a banana peel) which is preventing identification of the ball, if the ball is marked and lifted to identify it can the loose impediment be removed at the same time?
9.4b If the player lifts or deliberately touches their ball at rest or causes it to move, the player get one penalty stroke. You are allowed to identify your ball. If its in the banana peel you can lift the ball and identify it, but you will have to place it at the peel again. (15.1a)
With our quota group, we are very laxed with some of these rules. The one rules I hate is in the bunker, your ball comes to rest in a foot print because one of the groups in front of you don't take the time to rake the bunker and your ball comes to rest in the foot print and you have a foot wall of sand behind your ball. I can understand a waste bunker but a green side bunker is usually where it happens. 🤬🤬🤬

That spirit level ball marker seems a waste of money. Its the slope between the ball and the hole that’s the issue rather than the slope where the ball rests
If they're not on the scorecard - and you're right they can't cover them all (especially temporary rules for winter), you'll usually find them on a board in the locker room or around the course. At my club, they're on a big notice board close to the 1st tee. Sometimes you can find them on a club website too.
Dunno what was in that drinks bottle but it lead to what must be the biggest missed putt ever ! All the way from frosty England to Sunny La Cala ! Did you click the heels of your golf shoes three times ? Do I collect My plain Taylormades at La Cala ?

That's even more to the point then, don't you think? _You_ were in a situation where you didn't know, and it hadn't been clarified by the club beforehand, and the guy phoned you, and you happened to have access to a committee member just then, and he confirmed it was not piled for later removal. So, one pile of stuff, one golfer, one phone call, one Steve, one luckily placed committee member ... and people complain about pace of play. Like you said, integrity comes into it. I'd confer with my playing partner on the spot, and we'd agree to take relief, I reckon. If we didn't agree to relief, they would not be my playing partner again. But then, we only play recreational golf, not comps.

It's often impossible to determine whether material has been piled for removal. The worst rule in golf in terms of clarity. Ruts are a close second. The way in which clubs publish and review local rules is deplorable. No relief from tree stumps.
