I DEFINITELY prefer Seven on Voyager, but she's not murdering random people on Picard.
She's killing people who are harvesting the organs of liberated Borg drones while they're still alive, including her own foster child.
She doesn't have any recourse to law - Seven was never much of a stickler for laws anyway. The Federation has retreated, and that part of the galaxy is largely lawless, which is why she's working with vigilantes to try and do something to stop the people committing these crimes.

I'm rewatching the series now. I use to find it to be OK, but now I'm enjoying it alot more especially the characters Seven and the Doctor. Both of them really take this show to the next level and watching their growth throughout the series has been great.
Voyager would be much worse without either of them and changing out Kes for Seven of Nine was the best choice they ever made, not just because Seven is attractive, but because her character had so much more room to grow and develop vs Kes and Jeri Ryan played Seven amazingly well and wasn't simply a pretty face on the show.

It is absolutely my favorite Star Trek. I think the characters were extremely engaging. Seven of nine with someone I grew up relating to very heavily. It's continuity could use some work, but the characterization I think it's the best out of all of them.
