Nothing can save money on heat, it's the least efficient use for electricity. The only thing that saves money for me is keeping the hot air away from my walls.
While I completely agree with what you're saying by "if you just put energy in", and "HVAC technicians" etc. At 2:10 you're effectively saying "heat pumps are also a con". I'm sure this wasn't your intent. For anyone unsure what I'm meaning heat pumps achieve efficiencies greater than 100% by moving and concentrating heat (from outside to inside, or inside to outside, eg a fridge or aircon) A normal heater simply converts energy from one form to another, eg electrical to thermal
Having experience heating a small room in a steel shed your average small space heater only heats a small area around it. All electric heaters are limited to 1500 watts by law so stuck there lol. The best one I found for heating a whole room had a fan in it to move the air around. I heat a small house with a ventless natural gas heater and use ceiling fans for air movement.

The cost of heating, heatpumps have efficiency grater that 100% - it will be cheaper to run to get the same amount of heating Some claims that the product makes are plausible, it's a resistive heater, 98% efficiency is realistic Some claims are silly, 60s. to get whole room heated up, but they say it will start producing heat 60s from the time when you turn on the device - technically true Your $40 honeywell space heater is sold under Pelonis brand at Walmart The lumi heater is sold in walmart mexico for about $30 all of them, surely, made in china I will agree that safety of that item is questionable at best, 800W heater hanging off a power point, then again space heaters are not particularly safe to begin with. Their angle is to sell it for a price that is way more than normal retail price while making claims it will save you energy.
These fly-by-night products are often fire hazards. No need to buy one to understand basic thermals. Either it is weak, and only outputs a tiny bit of heat, or it dumps 1.5kw against your wall and risks a fire, neither is acceptable. Oh, third option is it relies on 15A split outlets being downstream of a 20A breaker and pulls 2.4kw, which will make it heat impressively, especially when your walls catch fire.

It's just physics though. Energy input = heat output + waste energy. The claims made are patently false without ever having to fund these scammers.
