I think there is a misunderstanding in this video or maybe I didn't understand that comparative table.
The Table says that SCP can be applied to the Root of an Organization or to Individual accounts in an OU versus IAM which cannot be applied to the Root Identity.
- My understanding -> SCP can be applied to the Root User associated with any Member account but not to the Master Account so it cannot be applied to the Root Identity of the Master account either.
...
Am I not right?

SCP cannot be applied at root user level instead it can only be applied at Root OU level or OU/Sub-OU/Account level only.. If you have apply any policy at user level then it has to be IAM policy.. You will not find an option to apply SCP at user level as SCP was only designed to be applied at higher level which basically covers ur wider Org level
