It just appeared on my game and I managed to got it, fought with 3 other guys and won and I gotta say it's broken, the jump and super jump and the beam are so crazyyyy.
It's like, remember Iron Man unibeam? This is way far broken, only powers and 500 shield and HP, it was fun to use but it's so damn broken for a single gameplay.

I can confirm this works in normal gamemodes just rare chance as i was playing duos got top 10 the doom island spawned in and someone got dr doom and just rinsed all the players that were left and there was not much we could do as was only 8 enemies 💀 we came 3rd lol
