So is an ILA used to check if your FPGA is implementing what it is supposed to in real time as opposed to using test benches to simulate your code?

Yes, the signals you see are actual signals as recorded by the FGPA. For example, if you direct these signals to the PMOD output pins and connect these pins to a logic analyzer, then you should be able to see the same signals
