The director/writer of the movie based his story on his own experiences with his daughter a few decades ago. Also, he specifically did not want to go into detail about ultraman's origins because he's not a big fan of having origin stories in order to explain one's power. The mystery of a character is just what he enjoys!

You should check out Shin Ultraman, it's a live action movie. It's from the same crew that made Shin Godzilla. It's a close reimagining of the original 1966 show.
For starters, Ultraman is not just a giant guy in a suit, he's an alien. What he looks like in a "suit" is how he looks naturally, the red and silver design you see is his actual skin.
Now, for one to become Ultraman, it can happen in two ways. The first way is if you die and an Ultraman arrives to merge with you and bring you back to life, giving you the ability to transform into that Ultraman. The original Ultraman from 1966 show (who is NOT Ken Sato's dad, Ultradad is an entirely new character) had a human host named Shin Hayata. Shin Hayata was accidentally killed by Ultraman himself when he arrived on Earth because he crashed into his VTOL. Feeling remorse, Ultraman decided to merge with the dead Shin Hayata and become one with him, allowing Hayata to resurrect and gain the ability to transform into Ultraman. (Or more technically, switch places with him)
Second, the Ultraman himself will take on a human disguise, usually a person who is already dead for too long that the Ultraman can no longer merge with them. Some Ultramen such as Ultraseven simply have human forms that are based on existing humans, either dead or alive, without fusing with them.
For the case of Ultraman Rising, Ken Sato's dad is an Ultraman from birth, he only developed a human form to start a human family with Ken's mom, but since Ken is half-human half-Ultra, Ken also gets his own Ultraman form.
Now, Ultraman is not a singular hero, they are a race of giant aliens. The term "Ultraman" is only made up by humans as a way of calling them. They come from the Land of Light, where "Ultraman" is a title amongst their ranks, given to those who have fought for the protection of the universe.
(Also, not every Ultraman is from the Land of Light, some can be from a different planet entirely and still get the title of Ultraman)
If you wanna know everything the 1966 show stood for in a single movie, watch Shin Ultraman.

There are many origins of ultraman but I will make it simple for you. Ultraman is giant alien came from space to protect the universe from aliens and kaijus. There are two type of mine character in ultraman one who merge with ultraman because he died from an accident or has hard to protect other and other type is just Ultraman transforme to human . Ultraman can only Fightie on earth for 3 minutes this why they have colore timer. Not very important thing but the humans in the shows call him the giant of light. Ultraman is very fun series to watch this series is more than superhero kids show. There are new series cameing out this July 6 could ultraman arc if you have time you need to watch it and thank you for reading this.

The fact that you can actually see yourself siding with the antagonist (not quite villain) was a conscious choice by the movie.
But the movie also asked you, if you have the power to genocide dozens of different kaiju species (some of which never really meant to hurt humans) on kaiju island just to make sure humans safety & security, would you do it? Would you kill an entire race due to a few "bad apples"?

I love how genuinely kind the antagonist is, making sure his men are safe at the end and sending his second in command home to be with his family. He just can't see kaiju's as another other then monsters that destroy, and you can't even blame him for that. Humans only see kaiju when they leave kaiju Island and destroy cities. They never get to see the other side of them
