it means they can't be revived because they lost all their bars. only way to revive a red skulled teammate is with the bounty!

honest question because I have met a couple people from US that couldn't read cursive handwriting: is it maybe not universally taught in school over there?
It is, it's just crammed into 1 to 2 weeks depending on the school. In short it isn't taught long enough to really learn or get a feel for.

What is also fascinating is that Neenoh also isn't from the United States so his education wasn't there.
But depending on where you are (as I am from the United States), cursive ranges from being a one-off unit everyone is rushed through. I read and write in cursive because it is significantly easier for me as a lefty than writing in print.
