Who gave the muslim guy an indigeneous certificate in the first place, under which DC tenure it was approved, it should be investigate. How many outsider are holding such certificate should be check. Dimapur have become a lopehole for illegal immigrant. Most Nagas are becoming parasites living freely without sweating. Rupin Sharma is a honest officer for sure but he has not bought any changes in the department till now where almost all uniform personal and civil duties in the dept. from top to bottom are recruited through backdoor/ corruption..
