You need the Babidi's Mind Control capsule, you get it in Vegeta's Dragon Universe, I think

@@powergamer.7363 You get it the first time you reach the Buu Saga as Vegeta, you need to equip it in your skills and get your health knocked down to the last bar for it to activate. It doesn't work on DU or World Tournament though.
