Repulsive force - due to column force and Pauli expulsion principle Attractive force- Vander waal force
Check the Lennard-Jones potential.

In the non-contact mode /Tapping mode, when the tip doesnot touch the surface at all, so why not it just hovers above the surface with a attractive forces, (may be due to Tunneling electrons), why it needs the tapping in the first place?
Non contact and tapping modes are different. Tapping involves occasional touching.
