Brother i too use a redmi note 5 pro since 5 years now. Battery drains fastly when i use it. I asked at the service center if replacing battery will solve the issue. They said we replaced it for other customers and the problem was still there. What can be a good solution for this according to you.

Was charging up my Redmi Note4 to 100% yesterday and plugged it in to charge up today, but battery ain't moving up from 23% anymore.
Tried different charger cables .. an issue that can be fixed this way?

Yes need to change the charging control board.
