I don't get what's your problem with using light tanks for garrison duty? They're the best option for it due to high hardness, best suppression stat per production point AND being cheaper then armored cars. The only problem is that you will need to invest XP in separate "police" tank ie interwar light tank with cheapest modules and easy maintenance.
