Aeolian all the way to the tears🤣 I always gravitate towards it, but I like throwing in Phrygian and Dorian anomalies to mix it up. Key choice is mostly context...All Natural minor keys bring the sad. Love those add 9 chords. Spooky and sad. That Bm9 with the added 11 is a beauty. Some nice dissonance in there. Awesome. Thanks. You mentioned the phrygean scale as being sad too. Would the add 9 be the same; ie: E phryg. Add F (b2) or add F# (2). Still struggling my through these concepts.
You are right, the first chord in E phrygian would be Em(add b9) if you add a ninth because of the b2 in your Phrygian mode. But that would sound a lot more tense than a regular natural 9th.

Anyway Phrygian dominant is a mode of Harmonic minor
