Wait, if Pokémon Legend Arceus is chronologically in the past, doesnt this mean that the gen7 Decidueye isnt technically a Alolan Decidueye? And the same thing for Samurott and Typhlosion

You’re misphrasing: Technically, gen 7 Decidueye IS an Alolan Decidueye, Gen 5 Samurott is a Unovan Samurott, and Gen 2/4 Typhlosion is a Johtonian Typhlosion. The Hisuian forms of each may well be their “original” formes and not just regional, but we won’t know unless they decide to state it in-game.
Taking Galarian Zigzagoon as an example; they outright say that “this is the oldest forme of Zigzagoon” in Sword and Shield, but still refer to it as the Galarian forme.

Rowlet could be a non-native barn owl introduced to Alola, or a native pueo originating in Alola. If it's a native pueo, then the Alolan form is probably the oldest. If it's non-native like Rattata, Grimer, or Yungoos, then Rowlet might be endemic to any region. Alolan Decidueye could be physiologically closer to the common ancestor, maybe Hisuian Decidueye is closer.
