Definitely not fate, the whole game is about choices and different outcomes. If it was fate there would be no chance to save anyone or change the story.
It’s weird because in some ways it seems like he wants to help us by telling us hints and metaphor, but can’t completely because of a higher power ( he himself said once that he is already kinda breaking the rules ), but at the same times he laughs in the endings where everyone dies? Which is… unusual for somebody that would want to help us saves lives.
Could be! There are many different theories about him; each one of us perceives him in their own way. Time will tell...! I used to believe he was Death, but the fact he's obviously under someone/something's orders lead me into thinking he's something else. Death wouldnt' have to obey a "higher power", would it? I'd also be tempted to think that Death would want to get as many souls as possible, whereas he gives me the impression of wanting to save lives... But I honestly don't know! The only thing I'm sure of is that Supermassive Games managed to have lots of people rack their brains about his true identity...! ;)
In a way, I view the curator as the embodiment of fate. He gives hints and ques about future events and the premonitions give glimpses of the future.

I think he is death or a grim reaper type entity... He said he met a famous Irish playwrite in Paris... its where the playwrite died
These further my thoughts of him being death, like the fery man and reaper are based on him
