He acts like that because 1A is always in the spotlight/always where the action is and that gives them more experience, it makes him a tad bit insecure. He probably thought that, if they were right about Katsuki, they were most likely right about the rest of the class as well. The creater of BHNA also said, "Since all he knew of Class A was from what TetsuTetsu reported back and Katsuki's declaration of War, I personally don't think he's that bad of a kid. But I really made a mess of things with how hateable he ended up. So it's all Katsuki's fault. Monoma did nothing wrong!" I personally do not believe Neito hasn't done anything wrong, but I also don't believe he is doing anything wrong. He is in the wrong for treating them like that based on assumptions, but his reasoning is actually something we see a lot in the modern world. Take Katsuki and Izuku for example. Katsuki bullied Izuku, right? And why? Most people say it is because of his childhood. They say he treats him like that because it's what he was taught, but what if the same happened to Neito? What other reasons do you have to justify his actions, what other reason do you have to say what Neito did is worse? I mean, at least Neito isn't physically harming them.
