Not sure if I understand your question. Is someone pregnant and you are wondering whether they can have an abortion or have the baby without the consent of the father? If so: the mother is the one who can decide to have the baby or an abortion. That means the mother does not need the consent of the father. Does that answer your question?

When a couple are not married, they need to officially acknowledge paternity in one of the proper offices so that the man is officially recognised as the child's father.
