Bao Vo Jiyeon actually did a lot to IU, when IU and T-ara had a comeback at the same time (number nine and IU song i forgot it's name) Jiyeon danced to her dance, but iu never did the same, plus, Jiyeon mentioned her in their Jap Photobook.
i guess Jiyeon's only bestfriend is Luna because she mentioned her in her recent album Pink Tape (i bought the album just because of that lol)
maybe they are not anymore :) lol
the rift between IU and Jiyeon dates back to T-ara's 'number nine' and IU's 'red shoes' comeback in october last year. it was not because of the Hwayeong incindent, but because of loenent shit company. IU is under loenent, Jiyeon's company is CCM. CCM had a contract with loenent to the extent that loenent was supposed to "distribute" CCM's music videos, because at the time when the contract was signed, CCM did not have its own channel on yt, whereas loenent shit company already was well established then and had many subscribers. the interesting point is that already at that time, sm and yg companies did upload their videos only on their own yt channel, NOT on loenent, but many other kpop companies did. so it seems that loenent was a tool to control the smaller competitors, and in case of emergency to not let them grow above a certain level.
for about two years, from T-ara's mega hit 'roly poly' in summer 2011 till summer 2013 loenent shit company "distributed" CCM's and especially T-ara's videos and took a huge profit from that, whereas CCM was heavily underrewarded.
then finally and out of a sudden, loenent shit company broke the contract and sabotaged T-ara's 'number nine' comeback. at the same time, views from 'number nine' video were transfered to IU's 'red shoes' video. IU knows that, they have told her. they also told her she should not be so close with Jiyeon anymore when before camera.

Ji-yeon's time on the show Hereos from 2010 proving how fun she is:
- spending the entire time eating different food when she was supposed to help with the cooking
- dumping a bunch of salt into a big bowl of soup, everyone got mad at her, the look on her face when she held the spoon to her mouth was priceless, she never said a word just stood there posing with the spoon
- pretending to beat up IU in the van
- constantly teasing In-young during calisthenics, In-young has a really bad temper but Ji-yeon kept teasing her and running away when In-young chased after her but Ji-yeon went back to tease her more
- she did an aegyo on episode 1 which was so funny
- the older members sent her on an errand to get everyone slushies but she got sidetracked and started shopping for random stuff at a souvenir store at the carnival and left the drinks at the store by accident, plus she got the wrong flavors, the older members were dying of thirst and she made them wait forever, just a really funny scene

I think both but usually when you watch T-ara programs you can see that Jiyeon and Eunjung is always together. The three of them are close to each other (maknae line). There is one program in which Hyomin and Eunjung choose Jiyeon to be with them.
