Full tank is actually not that good on him. His main scaling is his AP obviously, and while Heartsteel might work, Grasp gives you permanent health based on a percentage of your auto attacks, and the percentage is even lower in ranged champs. And without magic penetration, even with his ability, the AP scaling isnt enough for the lategame. Trust me, ive played a lot of Grasp Veigar and Swain. Its better to just build AP items that also give health.
if you do it right it can be good, but doing it right involves mostly just getting swifties and deadmans and speeding around the place oneshotting people i also get rabadons as my one ap item on veigar it gets the best return out of his passive
