Well, ever heard of proximity Sensor?
For your kind information. Pop-up won't happen if phone is in pocket or proximity sensor is covered.
Also, when video call is made the other person cannot see Unless call is picked.

Try this solution : set WhatsApp camera permission to always ask and not default allowed.
There's no such option in my OPPO f11 Pro... I can just turn on the permission or turn it off...
Vivo solved this problem way back.. If we use applock from vivo .camera does not pop out. We need to allow first

इसका solution है whats app को लॉक कर के रखे क्योंकि जब भी विडियो कॉल आयेगी तो वह अनलॉक लिए बिना नहीं खुलेगा। मैने यह अपने फोन realme x में try किया था मैने इसमें अपना फिंगर प्रिंट लॉक किया हुआ है कॉल आने पर यह ओपन नहीं हुआ।।

I checked it on my RealmeX, during an incoming WhatsApp video call the pop-up camera didn't open on its own because I had fingerprint lock on WhatsApp. Also after unlocking WhatsApp the other person can't see your face till you attend the incoming video call, I confirmed it from my friend who made a video call to me on WhatsApp, he was not able to see my face till I picked up the video call. Hope it helps 🙏
