"Elemental HERO Neos" + 3 "Neo-Spacian" monsters with different Attributes
Must first be Special Summoned (from your Extra Deck) by shuffling the above cards you control into the Deck. (You do not use "Polymerization".) If this card is Special Summoned from the Extra Deck: You can activate this effect; for the rest of this turn, your opponent cannot activate cards, also cards your opponent controls cannot activate their effects. Your opponent cannot activate cards or effects in response to this effect's activation. Once per turn, during the End Phase: Shuffle this card into the Extra Deck, and if you do, destroy all cards your opponent controls.

"Elemental HERO Neos" or 1 Fusion Monster that mentions it + 1 Effect Monster on the field
Must be Special Summoned with "Dark Fusion". If this card is Special Summoned, OR if a monster(s) is sent to your opponent's GY while this card is in the Monster Zone: You can target 1 face-up monster your opponent controls; take control of it. You can only use this effect of "Evil HERO Neos Lord" once per turn. Cannot be destroyed by battle or card effects.
Konami really just made Hot Red Elemental HERO Neos Calamity, and nobody noticed.

How was he still able to activate illusion magicians effect in hand...if Neos clearly says your opponent cannot activate cards?
Because the activation of a card has to be on the field and the ilusion only is activating his efect
Yugioh weird logic. Just like discarding for cost and discarding for effect
"your opponents cant activate cards", activate means using spell and flipping face-down quickplay/trap. effect monsters and continuous s/t (and field spells?) already face-up on the field can bypass that, so that's where the 2nd part come in, "cards your opponent control cannot activate their effects". however, "cards your opponent control" means cards on their field, so since illusion magician is on his hand, it is able to bypass the 2nd part and well and activate its effect.
