1- No tourism market, Tourist guides( tourism companies)
2- No rest areas ( poor conditions and facilities of restaurants, cafes)

4- Lack of hygiene.

There is a lot of potential in tourism in Pakistan weather it is religious, sports or any other kind of tourism.The only problem with tourism is lack of structure and state sponsored tourism.for example, before 2012 -13 there was no tourism in Gilgit baltistan due to religious extremism and terrorism used by some institutions to divide people but after china announced CPEC the terror activities declined and tourism flourished
Literally no investment needed, Pakistan just needs to work on its security system at such places.
Plus there are many thousand things in the cities which can generate a lot of revenue. But we aren't good enough on the protection of the people.

Pakistan should implement Visa On Arrival. EVisa which requires certain docs and takes 7-10 days is still a hindrance for western travellers.
