Do not works. The 1st repetition put some space between the dots and the scaling don't works on the horizontal axis, but goes in some directions it likes.
i found the problem: it occurs when you have the shape layer selected (blue bezier / shape) *while you add the repeater*. it does not happen when you have the "Ellipse 1" selected under >Contents ( the circle is now blue shape, white bezier squares) and THEN add the repeater.
Change the order of the compositor to "transform: ellipse" -> "repeater 1" -> "repeater 2" to "repeater 1" -> "repeater 2" -> "transform: ellipse". This worked for me.

When changing the scale it's bending downwards?
Change the order of the compositor to

You can go to Repeater 1 > Transform: Repeater 1 > Position. Adjust the position to set the gap between circles.
