Two things, Kissimmee/Orlando is A Lot further up north than the VC area, Yea we'll get more northern territory but not that far up. Also a Disney parody would imply their going to add children NPCs and Rockstar NEVER puts kids in GTA.

The game is set in Miami, I mean I can see them doing something in the upper left quadrant and saying it's Central Florida maybe mock the Kissimmee/Orlando/Lake Buena Vista tri-city area, but it's a real stretch. At the least it will be mentioned, as in the tourism industry. But people don't go to Miami to go to Florida, they go there to chill on the beaches and party.
Rockstar can stretch stuff to make it work, Los Santos, Paleto Bay and the Alamo Sea in GTA V are not aligned like that in their real-world counterparts so honestly... who knows?
