完全不是。解决的比较好是指，明朝借用三步措施瓦解了地方豪强以及利益集团的势力，进一步加强皇权。一是借鉴宋朝，以八股为纲，广泛吸引读书人入仕，瓦解豪强和权臣在朝堂上的势力，又在此基础上，以文制武，贬低武人地位，瓦解功臣和武将的势力。二是娶平民女子充实后宫，妃嫔，皇后多为平民出身，最大化降低外戚对朝政的影响。三是设立内外朝，借用宦官和厂卫制度平衡外朝文官的势力。宋朝政策类似，只是没有宦官厂卫，所以到后期士大夫一枝独秀，成为可以制衡皇权的力量。
一言以蔽之，自宋朝以降，中国才真正结束了豪强士族垄断官场的时代，当然元除外。
