I have a feeling that outfit wasn't featured in a lot of the old games. Again I could be wrong about it but as well most of the time they use Teen Gohan more than Kid Gohan. Also, most of the outfits were from the Frieza Saga and Saiyan Saga. I still have a feeling the newer games may have the outfit but will have to do more research. It's very unfortunate that the outfit is not recognized more by him and in the games.

You go to versus mode, selected a character and it will show you what number costunes they have for eaxh character.
