The driver was clearly a scammer. Those PUVs are not meant to be hired. Their usual routes are within the city proper to awang area. Be careful with pricing, some interpret one five as 1,500 instead of 150.
&KifPH, your correct here! I am a British guy who lives in Cotabato City. I would understand one five to mean 1500₱ also, not 150₱. Agree also, these vans run legitimate routes between Super and Awang, and not for private hire.
Please be safe and don't get scammed by drivers. If you know someone who's Filipino you can trust, it's better to ask them about the prices for commuting.
To me it looks like surviving if you would live there as a Westerner. It seems like everyone many are just waiting their chance to scam you. It would be wise to be accompanied always with a Filiipino instead of walking there alone by yourself.

That Driver is an opportunist to situation. He misunderstood the agreement. Going to Grand Mosque is not a private ride. He was thinking maybe that you're getting him as a Private Driver. He must only drive normally along with the route. Not according to Private hiring. That is why do not agree immediately if one does not understood clearly what you have said. Just decline courteously. Better not to ride than to be put into a bad situation.
Seeing this I think if you are there alone as a Westerner you will face many challenges where being scammed is on the top of the list. Not the ideal city if you ask me based from what I see.
What happened with the taxi driver I'm dying to know. I would have put up my fists and tell him I love to fight which is no stretch of the imagination. I told him you're a rip-off artist and I'd say it loud😮 all these other a-holes defending him😢
