With Xabi Alonso the ratings will increase. For example Bellingham goes to 102, Foden 101, Rice 100. But if you buy the England pack, the manager in the pack also boosts your players and he can do both quick counter and long ball counter.

I'd suggest France and England. If you've not claimed the 300 coins from tournament and campaign rewards, do so and you'll be able to get both.
