Yes I remember not understanding what those emblems meant for like the first couple of months when I started playing this game.
Your overpen is a little off. It doesn't mean the shell failed to arm, it just means that after it armed it wasn't inside the ship long enough to detonate inside (it went through the other side). You can get full pens on even DDs if they are pointed directly at you and you hit them in the bow.
TLDR: Just means you want to lengthen the time the shell spends inside the ship or switch to HE.

You can get full pens on DDs, but not as a battleship.
Absolutely as a Battleship. Gotten full pens on the bow of DDs driving straight at me up to about 15 degrees (they were probably straight on to one turret or another).
There may be some DDs that are simply too short to have it happen but others are plenty long.

If the target is broadside then generally you'll want to hit at the waterline. If it's angled (pointed at you or away from you) then you'll want to aim higher.
Can you help me understand the difference between Max Damage per battle and Damage upon your spotting
Max damage per battle i would have to get some clarification, but it's a damage dealt per match stat. Damage upon your spotting is damage that your team does that they wouldn't be able to do unless you were spotting the target
