It's a Network Rail 'test train', it's a light used to help monitor track & ballast condition

What was the cargo of the first train, seems odd having 2 locos on a 5 wagon train

The first clip was of the 'Railhead Treatment Train' thats used to put sandite on the tracks to try and prevent wheelslip in the autumn. Two locos on it due to the train shuttling along lines and reversing a lot
