In my experience Belarusbank and Paritetbank ATMs are commission free.
Payments in state agencies are ONLY online using a local online bank. Banks are not always nearby!
Use platform.gov.by for the online registration. It's fun and English version bugs. If your address has an extra building section, e.g. Building 13-1 (and 1 makes a separate building not entrance!) the platform might cut out the "1".

I'm Dutch.. I believe I was the individual that got you interested in helping foreigners relocate to Belarus. I too was interested a few years back and on the search for my retirement destination. I purchased property in Cape Town, South Africa and decided to spend my final decades in this country. I'm not there yet, but I am doing some business in SA. The final move will come within 18 months. Nevertheless, there are certainly things in Belarus that are very appealing. Cost, safety and cleanliness come to mind.. Sergei, doesn't have a dutch accent when he speaks English.. At any rate, veel geluk met het verkoop van jouw huis. !!
South Africa is a curious choice for a white man. At any rate, I'm wishing you all the best and if you change your mind, you know where we are. (You are the second guy to say you got me interested in relocating foreigners here. )
@@MinskGuide The area I'm relocating to is 7 percent white. Well over half the population speak Afrikaans which is somewhat understandable by a dutch person. The architecture is also quite dutch looking. They have shops like Spar and Makro which remind me of home however, the product line is different. I traveled to just about every continent and over 35 countries.... South Africa is by far, the most beautiful country, in my opinion. The people are generally very polite and friendly, both white and black. Sure, there are plenty of social problems, but that's not unique in the world. I believe in the future of SA.. I think the partnership within Brics will eventually pay off.. I'm happy that you chose my idea to help foreigners settle in Belarus. It can't be easy making a living in the country with the world situation.. My business in SA is booming with all the tourists visiting.. I thought I would be retiring in a year, but now have more work than ever.. Oh well, I'll be forced to reside in a beautiful country with average temps about 24 degrees centigrade, beaches, a beautiful view from my house looking at Table Top Mountain... No complaints here!

@@MinskGuide We still want a village or a small town, but it will have to have a railway station, or a good bus service to make it viable. We also can't be too far from said transport, purely from a practical point of view.
So we will be shopping closer to Stolbtsy for you.

Beautiful location. Are there spaces like off that road that aren't private property? Are people in Belarus okay with neighbors riding dirt bikes around?
Please check the Google maps, the place ends up in the forest so there's plenty of dirt and zero neighbors.
