I always thought it was actuated automatically. I never thought it would be another driver responsibility! They really do work so hard and do so many complicated things under such high G loadings, incredible athleticism!
a fully pressurized hydraulic system is quicker and more reliable than an electric solenoid. the piston only needs to move a few cm, and that length of throw may be too much for a solenoid of that size.

Why not an electrical motor?
hydraulics offer significantly more powerful actuators therefore making it faster than an electric motor or pneumatic (compressed air) motors
