She's ripping the customers off by skimping on the syrup and not packing down the bottom part of the shaved ice. The Bottom Park should be packed the top part should be loose

if you actually look more close, she is filling up the bottom first and then putting her arms in a way so the snow doesnt fall off. She then pushes the snow inside, if you didn't know
