I think the idea behind Carlos is supposed to be to build him on basically full damage, and unlike raoq who only procs the passive when he kills the enemy on his turn, Carlos always gets full attack bar when someone dies, and he has branding on his skill 2 so follow up could do a bit more damage if that can't kill. It sounds a bit sketchy but that's the only idea I could think up.
