Todo's as strong as he is because he trained with Yuki Tsukumo, the girl Geto talked to last arc about jujutsu society and eliminating curses. Yuki's a special grade sorcerer like Gojo Yuta and Geto so Todo's extremely strong.

Todo doesn't have a heavenly restriction. He's just like that because he was trained by Yuki Tsukumo(a special grade sorcerer). The only characters that are a part of the story with one are Maki, Toji, and Mechamaru.

Hi to explain to you and your mom,No todo dosen't have a heavenly pact (restriction) as he has a cursed technique he's just physically mature and for people that have a heavenly restriction They are born into the world with no cursed technique but their senses and physical powers become stronger like toji and maki,Basically if somebody has a CT they don't have a heavnely restriction and if somebody dosen't have a CT but DOES have physical powers more than the average joe and sorcerer then they have a heavenly restriction
This is somewhat wrong, as there are different kinds of heavenly restrictions. Mechamaru for example has a form of it where he has a fragile body, but a large amount of ce and the ability to control puppets anywhere. Toji and Maki only have a form of heavenly restriction. And also todo doesn't have one like you said.

for non manga readers gojo come back after the culling games after the shibuya incident then kenjaku creates the culling games which maki comes back and gets her heavenly restriction and wipes out the zenin clan then panda gets destroyed by kashimo then hakari comes in and idle death gamble then shinjuku showdown which sukuna transfers to megumi becoming meguna and making gojo go / jo and gojo uses 200% hollow purple then yuta shows up sukuna becomes his heian era form he gets black flashed 8 times by yuji, and yujo fights heian era sukuna (forgot to say yuta kills kenjaku and well uses his power to control gojo and uses gojo's body to fight sukuna heian era we just getting started with that fight) and the whole manga explained
