Paulo Muwanga's draconian Proclamation that is being talked about was Proclamation Number 10 of 1980 (Legal Notice No.8 of 1980) and it has four provisions and I quote;
' a) No Returning Officer was henceforth allowed to announce officially or otherwise the results of the elections.
b) All Returning Officers were directed to secretly communicate the results of the election to the Military Commission along with a "confidential report" on various aspects of the election.
c) Only the Chairman of the Military Commission had the power to ascertain whether the election was free and fair for each and all candidates.
d) Any attempt to violate the above, one would be prosecuted and if convicted would suffer a fine of not less than Shs. 500,000 /- or five years' imprisonment.'
The above Proclamation was backdated to 10 December 1980 and was deemed to have come into force on the same day, which by the way is not permitted in law.

Samuel T. Kisaame, if that proclamation you are quoting was in writing, then put it here so that everyone could see. Otherwise stop writing you thoughts as truth. There was totally no reason why DP could win the 1980 election because that election was not about parties but freedom from Amin terror. Instead of DP members keep on lying, let them tell Ugandans why DP won the election?
