Yes it does! I'm doing an electric/control part for project in Eplan this semester. It looks interesting. Maybe I'll end up doing this for living, you never know.

When everything goes right. 1 time in say 20 million the system isn't patched or an employee finds a wrapped "brand new" promotional thumb drive and plugs it in and Et Viola! Chaos. It's an improvement but this video is by no means an objective accounting.
Also Chlorine injection and filtration is done at the pump site. extremely cost ineffective to pump it to a central location, clean it, then send it back out to a tower close to the pump station. The ONLY place this system would be necessary is in a large city where real estate means it can not be treated on site.
