Yes. These are usually called "starter kits". TIA Portal Basic has WinCC Basic built into it. There is a very powerful simulator built-into WinCC Basic. WinCC Basic can be used to configure Siemens Basic Panels.

If you are looking for a small system to learn on, I would suggest looking at InduSoft. They have a 40-hour trial version.
