What factor decides when to just spin the dubbing around the thread externally vs splitting the thread first?

Hi Anders, well especially with seals fur that is extremely slippery and notorious for spinning in the traditional manner, spinning it in a dubbing loop makes whatever you are spinning into a yarn and not just a material twisted around a thread. Making it stronger, more durable and extending the life of the fly.
