looks like USA version only has 3 - english / french/ latin spanish. Europe has all. EA just released Portuguese and you can download that for free on Xbox Store or PS Store.
For PC you have to change the language via Origin; there you click on your Fifa 19 game and from there (still Origin) klick the Settings symbol. You can't change the commentary language in game on PC, as shown in this video.

stupid EA. I'm in Poland and I bought it there and I've got only polish, russian, arabic and english. I miss Italian comment which I have used in FIFA 18. I download Latino Spanish and Brazilian Portuguese but don't know how to add French and Italian.

In Origin store, right click game- properties - language. If you don't have it it will verify game, then download.
