Or it simply indicates that the writers messed up here. Think about if the order didn't matter why would Cell focus on absorbing 17 first. He specifically targeted him when he interrupted his fight with piccolo

@@synysterpain Sorry, what you said doesn't add up. You're forgetting about the Android's unlimited energy reserves. And your conflating piccolo's condition with 17. The former was battle worn, not the latter. Besides Cell's power had grown so much that he could have taken on either of the androids but deliberately went after 17. It's not convenience at all. If that was the case he wouldn't have flown directly to where piccolo and 17 stood, and sought 17 out. Nice theory tho
@loveroffilms6436 well the other option for him was to go after 18 who was sitting with 16, and he didnt seem to know how strong 16 was, but he knew how strong a weakened piccolo and 17 would be so i also felt it just made more sense to go for those two...tho I also know Toriyama was infamous for thinking things up on the fly so he might not of even thought too deep on this and the order of things lmao
I always found him to be at his most monstrous in his second form. His first form is honestly not that terrifying and is probably an actual species somewhere in the DBZ multiverse, and it's easy to see his final form as just a guy in an outfit. His second form, however, does a very good job at making him look and feel like an artificial creature that doesn't at all exist in nature.

His interaction with 17 implies that it doesn't matter which Android he absorbs first.
They're twins so I figured as much. He can absorb whichever one first and still make it to his second form.

I miss the days on the old DBZ Budokai games when Cell would transform but keep the same 1st form battle voice 😂

I think that was because Cell's JP voice doesn't change, so there was only one audio "slot" for the English voice. I'm glad they fixed this.
