Marceline is technically a thousand years old and a vampire, she's not really a teenage girl (she's also a fictional cartoon character lol, so not real at all).. Nudity, while implied, was not at any point explicitly stated.
The implication that a cartoon character inadvertently "witnessed" another character off screen disrobe to bathe, is not scandalous, and nudity in general is not inappropriate. But, since no nudity was shown on screen and there were zero implications of anything inappropriate or "adult", I don't get why you're shocked?
Also this is a television series so I'm pretty sure that the standard film rating system (of G through X) does not actually apply. However, if it did, a PG rating would adequately suffice (PG meaning 'Parental Guidance').

As a kid I used to hope for some random prophesy to choose me and for me to go on an adventure, but then watching adventure time made me realize that I don't have to wait for someone to tell me I'm special or that Im needed, but instead I can form and make my own adventure, so sad this show ended
