Also the funny part is that a lot of characters are making appearances in anime so they are getting voiced there. So they have like ~60% of the cast already.
I don't even think they need full on voice acting (since apparently that would take a lot of money Game Freak just doesn't have at the moment, obviously). Just small grunts, little voice lines that match the what the character feels in that moment (ex. Nemona when excited goes "alright!") and actual voice acting for the big cutscenes is all we really need.
The problem is that they keep animating cutscenes as if they have voice acting. Sure it isn't as bad in SV as it was in SwSh but they're still doing it!

That series also had a text box system for dialogues before but they added voice acting in Echoes : Shadows of Valentia and it was immediately loved ( and we got some pearls in that very entry too ). Ever since, all games following that have voice acting and they did well ( yes, including the mobile game Fire Emblem Heroes although not everywhere ). So if they can pull it off, Pokemon can too. The lack of voice acting is not just comical, it just make the cutscenes feel empty ( or at the very least, it feels like there's something missing and they are incomplete ).

Voice acting in Masters makes it feel so much more alive than the actual games themself and just makes emotions come across better. The one Pokémon game I can think of with proper voice acting was New Pokémon Snap. However, I can understand that there were two reasons for that: 1) Practically, when Pokémon are moving in real time, you don't want the player to stop to read, so having the commentary spoken is more convenient 2) it's a short game with a relatively simple story, so it didn't risk the critique of only doing small bits of voice acting (like in the 3DS Fire Emblem games)
Well, there are also both Detective Pikachu games with full voice acting in important cutscenes. Feels quite fun to see Tim and Pikachu talk so much in the games, and the sequel has Rachel who is voiced by Laura Stalh, the partner of Khoi Dao who voices Tim lol
I do not know why 2 mainline games in a row had a character related to music with no voice acting. I like Piers and Ryme just fine but (especially in Piers' case cause they love to hit close ups of him "singing" for some reason) it's very disappointing to see.
Honestly, I feel once the MAINLINE pokemon games entered the Switch, they should have voice acting. This doesn't meant EVERY PIECE OF DIALOG needs to be voice acted, not every NPC needs to be voiced. But it wouldn't hurt to give cutscenes voice acting. I just remember how awkward alot of moments in SW/SH felt with no voice acting. It was so weird to see Piers but not singing, just him in a silent world vaguely moving his body and lips
